Switch User will not function

Two days ago my computer would not boot. I booted the
system with the home xp disc. Everything appears ok and
seems I've lost nothing except:

I cannot use the switch user function on log out:
Anyone on the computer must completely log out for
another user to log on.

method used:
press start
log off
switch user
proper screen appears
select a different user
screen blank for a second
then back to all the users
only one that can log on is the one that was on.
to switch user
I must now have anyone of the users "totaly" log off
before another can log one
