Switchboard doesn't show up in forms

I created a switchboard, but it doesn't show up in the
forms list. I can't find it to have it visible at
startup, but when I open the switchboard wizard to edit
it, it's there. What do I do to make the switchboard form
visible in the list of forms? thanks,
