Switchboard edit bombs "Change Switchboard Items"

I created a database in access 97 dbWizard. The Switchboard works fine and I've edited it without error. I converted the file to Access 2000 and 2002 and I cannot edit the Switchboard items in either. In 2000 it bombs with an error .."MS Access has encountered a problem...Repair...Send error reoprt/Don't send error report etc..." In Access 2003 it simply says " Command Not Available OK" and when you click OK it does not shut down....just resumes the program but will not let you edit switchboard items. Any IDEAS?
