Switchboard Manager Add-In

I am trying to add the switchboard manager to an existing
database. When I go to ADD-IN option on menu there are no
choices listed. Where can I get this tool so that I can
have a menu when I open the database.

In A2K and later, it is in the Menu Tools / Database
Utilities / Switchboard Manager.
