Switchboard with Password

I created a switchboard to be used by data entry people.
It is secured with a password. I now need to make some
changes to the switchboard and forms. It appears that
because of the password, I cannot edit it.

I have tried holding down shift while opening the DB,
holding down shift while exclusively opening the DB and
both open the switchboard but I do not have access to the
menu options I need.
