Switching Outlook from One PC to New PC (Please Help)

I have specifically bought an external burner and burned
my .PST file from my old laptop to a CD. However, I get
errors when I tried to IMPORT to my new PC from the CD.

ERRORS RECEIVED:

"Properties for this information service must be defined
prior to use"

"File Access denied. You don't have the permission
required to access D:\Outlook Backup.pst"

Does any helpful soul out there (or Microsoft employee)
have any suggestions. I'm baffled why it won't import.
