Sync Project Server 2007 with Project Portfolio Server 2007

When trying to sync resources, I get:

Could not synchronize resource pools from server 'ServerName'. Client found
response content type of 'text/html; charset=utf-8', but expected 'text/xml'.
The request failed ...

Any one any clue?

Now, that is fixed, the URL to the web services was not quite right. Now I
can pull a list of projects from EPM 2007 into PPS2007, but on the resource
sync, I get
"Could not synchronize resource pools from server 'ServerName'. No custom
field assigned to competencies." I do not see any field named competencies in
either EPM or PPS. I'm confused.
