synching pocket pc through Outlook 2003 and rpc over http

Can you synch a pocket pc with Outlook 2003 using rpc over
http to a companies internal Exchange 2003 server running
on Windows 2003 Server. I know that activesync can do
this but what I'm looking for is to see if I can plug a
persons ipaq into a Windows XP SP1 machine with Outlook
2003 while the away on business and sych it with the
Exchange 2003 server through Outlook 2003 with rpc over
http.

What version of the PPC OS is the user running? PPC 2002 and Windows Mobile
2003 both have an option to synch with a server. Earlier versions of the OS
did not.
