synching public calender

i have a user who created a public calendar folder to list
his appointments. he also has a calendar folder in his off
line mail box. he would like to be able to add entries
into this offline calendar folder while on the road and
have it synch with the public calendar folder when he
reconnects. is this doable and if so how?
