It's possible your OST file is corrupt. Try the following to see if it helps:

1. Quit Outlook if it is running.
2. Click Start, and then click Control Panel.
3. Click Switch to Classic View, and then double-click Mail.
4. In the Mail Setup dialog box, click Show Profiles.
5. Select the profile you are using and click Properties.
6. Click E-mail Accounts -> View or change existing e-mail accounts. Select
the Exchange account and click Change.
7. Uncheck the "Use Cached Exchange Mode" box.
8. Click More settings, click the Advanced tab, and then click Offline
Folder File Settings.
9. Click Disable Offline Use.
10. Click Offline Folder File Settings, and then specify a new path for the
OST file by clicking Browse...
11. Click OK twice.
12. Check the "Use Cached Exchange Mode" box, and then click Next ->
Finish, and then click Close.
13. Restart Outlook 2003 to test the issue again.

If the issue persists, then try the next:

1) Close Outlook
2) Delete Outlook profile
3) Restart PC/laptop
4) Recreate Outlook profile
