synchronizing shared calendars

I need to setup a shared calendar which can be accessed offline.
Outlook 2003 appears to only allow offline access to a users own mailbox
calendar.

I understand that a public calendar will allow synchronization but does not
allow the side by side viewing option of both the users own calendar & the
public folder calendar which is also required.

Are there any other means of achieving this?

Add the Public Folder Calendar to each user's PF Favorites.
