any ideas?

i have managed to use the AD group in Project 2003 to try and get the
resources in there, but it seems like a much better idea to get AD setup and
then hand the admin over to another group

Also i found this

Ensure that the local system account that the Project Server Scheduled
Process Service uses to run Active Directory synchronization has permission
to read information from Active Directory. If the user account associated
with the Project Server Scheduled Process Service does not have permission to
read from Active Directory, synchronization will fail.

which may help. will go back to our infrastructure teams to see if they can
work this out

How did you solve this problem?
Solving 1 - Change user account of service "Project Server Scheduled
Process Service"
Solving 2 - Change AD permissions of current account, which associated with
service.
