Sys Restore lost framedyn.dll

WIN XP Home Ed, SP2. Sys Restore msg: rstrui.exe: Unable to locate component
framedyn.dll. The application has failed due to start because framedyn.dll
was not found. Reinstalling the app might fix this problem". I ask "Reinstall
what app?" I cannot use my original disk because the current version is
later. I went to Safe Mode and restored to last working configuration; that
did not work.
