No not EPM itself, neither can this be done in SQL. There is
speculation that it could be done with SQL Profiler but that would not
work either due to the fact that the Project Server communicates to
the SQL server using the system account. So a full on audit trail is
not possible, unfortunatly! Maybe MS will include a audit
functionality in the new version of project.
