System exception: Access Violation

our computer lab installed frontpage 2002. i created new web on the c drive
using frontpage template. when i double click any .htm file from inside
frontpage, 'system exception: access violation' message displayed. it
happens to all the computers in the lab. lab tech removed frontpage and
reinstall frontpage did not solve the problem.
