system exception: access violation

win xp sp2
frontpage 2002

i started frontpage 2002 and created a web using template. i can see folder
list. but when i double click the file, i got dialog box saying 'system
exception: access violation'. only 'ok' button available. when click it, it
froze. is it settings problem?
