System.mdw Problem

I'm migrating from an older computer that has XP Pro to a new Dell that is
also running XP Pro. I cannot use the older computer any more because it has
too many other problems.

I loaded Office 97 Pro onto the new computer (A few years ago I did the same
thing with the older computer without a hitch). As it finished up
installation, it gave me an error
"Setup couldn't create a system.mdw file. After setup is complete, reboot
your computer then run the workgroup administrator before you run this
application (-1011)."

When I run the workgroup administrator, I get one of two choices, JOIN or
CREATE. If I try join, it tells me the file doesn't exist, so when I try
create, it tells me "An error has occurred at changing workgroup database."

Now, from reading of a similar problem on the Microsoft site (in that case
they had Vista for the OS), I tried putting the system.mdw file elsewhere. It
doesn't make any difference. I tried copying the file from my old computer. I
still get the same error.

I'm at a loss as to why its even a problem. I use a custom application at
work that I had written that uses Access 97 and use it on five different
computers at work. It has never been a problem before. I can't think of
anything I have done different in setting up this new computer.
