This has worked for some users in the past. Generally this is due to a
corrupt install. Try these steps:
1. First we are going to uninstall Office 2000/ Access 2000
Go to START-> SETTINGS -> CONTROL PANEL -> Add/Remove Programs
Select Access 2000/Office 2000 and go through the uninstall programs for
both/or.
2. The follow this link to run Eraser2K.exe which will clean out the
registry on any remaining
Office/Access registry entries:

Follow the instructions in this article to run the executable.
3. Run RegClean, which will go through the registry, and find/fix problems

Run through this executable two to three times just to make sure if
fixes all the problems
4. Then reboot you're machine, and DISABLE ANY ANTI-VIRUS SOFTWARE. This is
most important because it can lock up the registry during installation of
products that can cause them not to function properly.
5. Go through the process of installing Office2000/Access2000 again.
