system tray envelope

We have just moved from Office 2000 to 2007. Some of our users have the
envelope appear in the systray when they get a new Email and some don't.
Where do I need to go in Outlook to turn this feature on?

I looked at the help, but its instructions must be for another version of
Outlook as the screen it directs me to doesn’t have the options it says it
should.

In Outlook,

Click on Tools, & Options from the Tool Bar
From the Preferences Tab, click on Email Options, then click on Advanced
Email Options.
Under the heading "when new items arrive in my mailbox" select or unselect
the option showing "show an envelope in the notification area". This will
turn on/off the envelope icon.
