Tab and Shift Tab don't work in outline

Using Word XP 2002 with Heading styles. Pressing Tab on
heading 1 text should change it to heading 2. It just
inserts a tab. Is this a setting that I have wrong?

On the AutoFormat As You Type tab of Tools | AutoCorrect Options, check the
box for "Set left- and first-indent with tabs and backspace."
