Tab changes every time I open my document

I produced a document in publisher and every time I close the document the
tabs switches back to the default of 0.5. The tab should be set at 0.3. So
every time I open the document I have to change the tabs back to 0.3. This
effects the entire document and moves all the lines, etc.

Was the document created originally in a different version of Publisher?

Custom tabs that you previously set in Publisher 2000 are not saved when you
save a publication in Publisher 2002 or in Publisher 2003

I think this was fixed in SP2

I am using Publisher 2003 and it was created this month, not transfered from
another version of Publisher.

Don't know what to tell you. Have you tried a detect and repair?
Are you certain you are changing the default in the Format, Tabs dialog? Have
you experimented with setting the tabs manually on the publication page?

Yes, I am going to the format menu, click on tabs, changing both the tab stop
position and the default tab stop. This is all happening in the second text
box of the publication. Once it messes up that text box, it is moving
everything down on the form, but the text box tabs are fixed, everything
moves back into place.
