Tab Order in INFOPATH 2003

While developing a form in InfoPath 2003, I noticed that the tab order became
fouled up. It worked nicely by default (left to right and top to bottom) til
the fourth of five or six or seven controls (six appears only if five is
used, seven only if six is used). It worked further downstream too, but only
part of the way. Even after I laboriously entered tab index numbers for the
controls, numbering them in the desired and logical order, it still did not
work correctly. Same after I reset them all to zero.

Any thoughts on how to correct this would be appreciated!

Tab Index works like below and sometimes it will strange behavior,
-1 = Tab is not move to this field. It will jump to the next field after
this field.
0 = Tab default it goes by order. Tab will reach this field by order placed
in UI.
1 = Tab is forced to move this field. If you have field tab value 1 then by
default cursor will be in this field.
We can give tab order also like 1, 2, 3 .. for each field to move the tab
like our specified order.
