Tab placement and the ruler

When I create a document, and later edit it, I am able to place tabs
at 1/16-inch intervals by clicking on the ruler. However, I'm having
some trouble placing tabs in some documents sent to me from other
users. In these documents, I can only click on the 1/8-inch interval
marks to place a tab. If I use tab properties to place a tab, then
later need to adjust it by sliding it along the ruler, I am still
stuck using the 1/8-inch increments. Is there a setting that I am
missing to get the tabs to fall on the 1/16-inch intervals?

I know that I can use the tab properties to adjust the placement, but
that is extremely inconvenient. I do a lot of editing and page layout,
and it is much easier, not to mention quicker, when I am able to place
tabs, and then drag them into proper position.

The "presets" are determined by the grid interval (Draw | Grid on the
Drawing toolbar). You can override the grid by pressing Alt.

Thanks. On the documents I was receiving, the box for "Snap objects to
grid" was checked. Clearing the box made tabs work the way I want
them.
