TAB & SHIFT-TAB FEATURES IN OUTLINING/BULLETS/NUMBERING NOT WORKING

Word 2002 --- Bullets working fine at the primary level, but if I hit Tab to go to the secondary level in the Outlining the cursor moves but NOTHING shows up. Also, once I've used the tab Shift-Tab to go backwards doesn't seem to help either. I've looked at and tried every setting I can imagine and can't figure out how to correct this issue

On the AutoFormat As You Type tab of Tools | AutoCorrect Options, check the
box for "Set first- and left-indent with tabs and backspaces."
