I want to create a tabbed form in which only some of the cells can be tabbed to similar to a field cell(untabable) and a data cell (tabable). Can excel accomplish this?

One way:

Unprotect the cells you want to be "tabable" (Format/Cells/Protection,
uncheck the Locked checkbox). Protect the worksheet
(Tools/Protection/Protect Sheet)
