Tabbing through multiple tables in a document

Hello - I have created multiple tables within a document, and have created
text form fields so that when the document is protected, it tabs through the
forms. Problem is, the tabs jump all over the place from table to table
instead of in a sequence from the upper left hand corner table naturally
through the other tables in a sequence on the page. Is there a way to set up
the document so that the tabs will go through the tables in the order I want
them to without having to create a macro?? I am in word 2007 but it needs to
be saved down to 2003 for many of the users. Please help!! Thank you.

The way that you want it to happen is the way that it does by default for
