table function under data menu

I'm told i need to use the table function for something. Can anyone
tell me what the row input cell and column input cell are for.

It's the cell you would type something into which would change the formula.
Row input is used for the cell which would alter the results if each of the
items in the top ROW were entered into that cell; Column input is used for
the cell which would alter the results if each of the items in the left
COLUMN were entered into the cell. Example:
I have =PMT(A2/12,A3*12,-200000). Cell A2 will contain a percentage, like
5%, and A3 will contain # years. Putting information in either A2 or A3 will
clearly change the result. If you have a table like this:
A B C D E
5 =a1 4% 5% 6% 7%
6 15
7 20
8 25
9 30

Then you select A5:E9 and issue the Data/Table command, then the row input
cell would be A2 -- the cell in which if you placed each of the #s in the
top ROW of A5:E9, (4%, 5%,...), the result in A1 would change; the Column
input cell would be A3 -- the cell in which if you placed each of the #s in
the left COLUMN of A5:E9 (15,20,25...), the result in A1 would change.
