TABLE Function

Do you know how to use the TABLE function? I am not sure
if it is a native MS or an add-on. I saw it being used
but can't find how to set it up.

It's a pseudofunction. Use the menu command Data > Table... to create data
tables that use TABLE(). Excel won't allow you to enter it directly, and it
depends on it's placement to determine how it should recalc.
