table layout options grayed out

When I select "Layout Tables and cells" from the Table menu option, all the
options in the dialog box are grayed out. I would like to select a table
layout, and use the various options available. Is there a setting that I
need to set to make these options available? A full install was done, and no
option settings have been changed.
