Table of contents headache

I'm working with a document in which I want all of the first-level headings, but only *some* of the second-level ones, included in the ToC. This is because only some of the level-2 headings are actual headings that introduce lower-level subparagraphs; the rest are just numbered paragraphs

I'm sure there's an obvious solution here, but I'm stumped. I've tried building the ToC based on the Heading 1 style, and then adding TC fields to only the Heading 2 headings that I actually want included. The problem is that I want the paragraph numbers for *both* levels to show up in the ToC, but the TC fields return only the text of the heading, not the paragraph number. (There doesn't seem to be a switch on either the ToC or TC fields that will return the paragraph number along with the text...correct?

I thought about having 2 different second-level heading styles--one for inclusion in the ToC, the other not--but it seems like I'd risk wreaking havoc on my numbering scheme

I'm almost ready to resign myself to building the ToC out of the Heading 1 & 2 styles, and manually removing the entries I don't want every time I update the table...hardly the most elegant solution

It sounds as if you need to rethink the organization of the document, which
seems to be mixing headings with non-headings in the same style.

OK...I see there isn't, in fact, an obvious workaround here. I'm going to take your advice and see if we can organize the document differently. Thanks for the reply.
