So problems again with TOC again, & now this time something I did i
putting this character on any new doc I create so now I can't do an

I don't see any character; you have a blank page ready to use.

Press Ctrl-Shift-8 and the incredibly useful paragraph marks will go
away, though I don't know how one can manage in Word without them --
don't you ever find mysterious blank lines in your documents?

This is not a TOC issue (at least not from anything I can see in your screen
shot). As Peter says, you just have nonprinting characters displayed; see
http://word.mvps.org/FAQs/Formatting/NonPrintChars.htm.
