Table of Contents Mis-numbering

I have a Word 2002 document organized in chapters and
sections. Chapter and section numbering and page
numbering are all working properly. The table of contents
is set to list headline 1 and headline 2. Page numbers
shown in the TOC for headline 2 are correct. Page numbers
shown for headline 1 are incorrectly shown as the
preceding page number. Chapter numbers appear in the
document correctly. I don't actually need page numbers
for chapters but there does not appear to be any way to
avoid them other than manually deleting, which only lasts
until the next TOC update.

Any suggestions would be appreciated.

There are two things going on here. One is that you probably have manual
page breaks before the Heading 1 paragraphs, and the page numbers are being
picked up from them. Instead, format Heading 1 as "Page break before."

As for omitting numbers for Heading 1, you can do this by inserting an \n
1-1 switch in your TOC field. For more, see
