My Heading 1 style is an Article I attached to a subtitle.
ARTICLE I
DEFINITIONS

How can I include the subtitle on a separate line in the TOC without making
it Heading 2?

If there is a line break in the heading, you can preserve it in the TOC by
adding the \x switch to the TOC field. See

I am at a complete lose. Still don't know what to do. I have read and
practiced how to get the subheading on a separate line, but there no
information about this. I read the link you suggested, but I just don't
understand it.

If you have used a line break to get the subheading on a separate line, then
the switch will do what you want. If you have used a different style for the
subheading, then you have to take a different approach. You haven't really
told us much about what you have actually done; but see

I don't have a line break.
I entered: ARTICLE 1, Shift, Enter. Then I typed the subheading. It is
connected to Heading 1. When I generate the TOC, the subheading is listed on
the same line as Article 1. I need the subheading to be listed on a separate
line with the page number.

Shift+Enter inserts a line break, so you do have a line break. So using the
\x switch in the TOC field will do what you want.
