table row formatting

I am creating a 20 page table and I don't want the rows to break across pages. I have selected the Table Properties, Row, and UNCHECKED the "allow row to break across pages". This has worked for 90% of the document. In a few places there is clearly room for one more row, but the next row is moved to the next page. If I CHECK this property for the following row, nothing changes. Then I CHECK this property for the next row, both rows are added to the first page. The entire following row does indeed fit and a portion of that 3rd row, with the rest of the 3rd row on the next page. Then UNCHECKING this property for each row has the same effect in reverse. What other settings can I look for that might cause this difference in formatting?

Hi BW -

Is there any text in those rows? If so you might check the paragraph
formatting to see if there is anything such as Space Before, Keep With Next
or Page Break Before applied either directly or by way of a Style.
