tables and text boxes in Word

I'm creating some documents for a co-worker, documents for her clients to
either fill out on the computer or by hand, like contracts, etc. Since some of
the clients will be filling them out by hand, on many of the tables I've
created text fields that are a couple of lines long, to give them adequate
space.

On some of these tables I've noticed that, when filling them out on the
computer, the text box will wait until you've filled it up before expanding
another line. But on others it will expand as soon as you type just one line,
so that there is always one or two extra blank lines at the end of the text.
I'd like to make all of the tables such that they wait until filled with text
before expanding (I"m talking vertically here, not horizontally). Any ideas?

How did you expand the tables to begin with? Setting a height, or using
hard returns?
