Tables are SmartArt Options Missing

I am running Outlook 2007 on XP.

When I create a new email message and click on Insert, the only thing I can
insert is Picture. The Tables, SmartArt, Shapes, ClipArt, Charts buttons are
all greyed out.

What dumb thing am I missing.
