tables backgrounds

Hello there.
the box to select "use background picture" seems to have stopped working in
my tables properties or cell properties.
It is grey'ed out.. and I cannot click in it.
Can someone please tell me what I have done and how to fix this problem?

Oooops I forgot to add: Frontpage 2000 is the program.

Use background picture - greyed out
***Either Netscape Navigator only or Both Internet Explorer and Navigator
is selected under Browsers.
