I am creating a form that requires a line where the user
types information. What is the best way to create the
line, so the user can type above the line and the line
will not move -

You could create the spaces for where you want the lines to be then, after
creating questions and spaces, draw the lines.

The only other option is to create individual text boxes, right click each
and select format text boxes, "color lines" tab, change the fill of the line
to white, "ok". The draw the line in each text box using the drawing tools.
