Tabloid vs 11x17

If I send a sheet 11x17 (or 11x16, which is my goal), no matter how I try to
turn it in the printer dialog boxes, it rips with the WIDE edge as gripper;
only Tabloid setting will rip with the 11" as gripper. How can I turn off the
auto-rotating that is going on?
