Tabs not showing on the ribbon of the file in the file share serve

Hello,

I designed an access database for the origanization to track their grants.
That file is in file share server and the folder its in has permissons to
specific groups. I'm one of the administrative group on there. After I
finished designing the database, I put it on the server so that other people
can access it and put data on it. Everything was working fine (2-3 months)
until I was asked to change the design of the forms. Now when I open the
file, I don't see any tabs (Create, External Data, Database Tools) except for
the "home" tab on the ribbon. I have full control of the file and even
owenership of the file. Yet I can't seem to get those tabs. Another
intersting thing is that I'm able to edit few things on the file (move around
textboxes, change the size of the form, etc) and save it, however, I can't
change a text box into a combo box because I don't have the database tools
tab.
One other thing is that if I open a local file, access 2007 file other than
this one in particular, on my machine I have all the tabs.
Yet another interesting thing is that, after I put it on the file share
server for people to test the data entry for few days, I copied that file as
a backup measure and saved it in my local machine after the test. Now if I
open that file, I have all the ribbons.
This is very confusing to me as I can't figure out what could have caused
this: the tabs not showing.
Can any one of you suggest what might have caused this. Thanks in advance.
