Tabs Within a Table

You can still use the ruler, and you can click a tab stop on the ruler to
open the dialog. The only other way to get to it, apparently (and
incredibly) is Home | Paragraph | Dialog Box Launcher | Tabs.

And in order to insert *tab characters* in a table cell, you will have to
press Ctrl+Tab.
