tagging opened mail

I have 3 users using 1 email box and 1 user will open a message and read it but not take care of the issue so now the 2 other users think it was taken care of becuase it is marked read. Is there anyway to tag a message as being opened and by whom. Currently we are using Outlook 2000 but will upgrade to 2003 if this is possible in the newer version.
