Taking action before sending

Hi,

I'm trying to initiate an action when I reply to a message but before it is
sent; specifically, if I reply to a message that has been PGP encrypted, I'd
like the reply to be encrypted as well. When installed, PGP adds both menu
and toolbar items, so I'd like to check the To: field when I reply to a
message, and if the email is destined for a certain person or people then
toggle the PGP buttons. Seemed pretty straightforward, but all the websites
I've found are concentrating on more difficult tasks. I know VB.net pretty
well, and have the object model diagrams for Outlook, but am still having
trouble getting started. I'm running Outlook XP SP2 on Windows 2000.
