TAPI Error

I can send faxs but cannot received them.
I am getting the following TAPI error message

TAPI modem is not accessible.

I do have SP 2 on my Windows XP. I am wondering if it is a firewall or
security issue. I am using Windows Firewall. I have associated the Winfax
Pro software as an exception to the Windows Firewall.
