task bar notice : outlook offline

this notice has appeared just this past week; what does this mean; I can
work within Outlook--forwarding & sending e-mails has slowed up & I get a 30
decond count down window. Can anyone tell me just what this means & what to
do about it ? I am running Outlook 2003 & have all the needed downloads /
updates installed.

It means Outlook is not connected to send/receive. Click on File->Work
Offline and uncheck it.
