Is there any way to force the "predecessor | Successor" form view to sort the
predecessor and successors by finish data vs. ID?

Wilson,
I assume you are talking about the Task Form view (there is no
predecessor|successor form view).

To answer your question, no, not to my knowledge. Filters and/or sorting
do not apply to forms.
