Task Displayed Default View to All Tasks

How can I change the default view of Tasks Displayed within PWA to All Tasks
rather than Current Tasks?

We are having estimate issues and would like to have resource be able to
continue charging time to tasks when they may have been completed due to an
inaccurate estimate.

I know this is not the proper way to go; however I need a workaround until
we mature.

Unlike Project Server 2007, the Project Server administrator cannot specify
the All Tasks setting for all users in Project Server 2003. Therefore, you
will simply need to make this a traininig issue with your team members.
