Task hours being submitted for update on an archived project

I have archived several project using the SOP ...see the following

But now I have project managers that are receiving task updates for
archived projects and the updates have "0" (zero hours) in them.
Basically the PM is being asked (by the systems via updates) to approve
or reject "0" zero time for an archived project task

Does anyone have any insight as to how we stop tasks from being
submitted on closed or archived projects? Additional info: The tasks
updates are not being submitted directly from the user since the user
cannot see the project or project tasks

In the future, please post your Project Server questions in the
microsoft.public.project.server newsgroup, as this newsgroup is devoted to
the Microsoft Project desktop application only. If you used our FAQ to
archive completed projects, then it sounds like your PM's have ignored one
key step in the archiving process, which is to set team members to Proposed
in the archived Microsoft Project plan. Ask your PM's to open their mystery
projects and confirm they have done the following steps:

1. Click Tools - Build Team from Enterprise
2. Set the Booking value to Proposed for each project team member
3. Click OK
4. Click Collaborate - Publish - All Information
