Task Owner is Not Updated

Our office is beginning to use tasks to track work flow. We are having
difficulty tracking the tasks however. Our procedure is to assign a task to
our department manager, who adds notes, a due date, etc. and passes it on to
the appropriate person. Currently, the original owner of the task receives an
update that the task has been passed on one time, but the update does not
include any notes. Also, the owner in the task list is still the first person
who was assigned the task.

To summarize:
1. I assign a task to Jane. Owner in my task list is Jane.
2. I receive an update when Jane has accepted the task. I double-click on
the update and the owner in my task list changes from me to Jane.
3. Jane assigns the task to Jim, but I do not receive that information. I
receive an update when Jim re-assigns the task to the next person, but with
no notes included. Owner in my task list is still Jane.
4. I do not receive another update until the task has been completed. At
that point, the final owner appears in my task list (could be several owners
beyond Jim).
