(At least that's what EPM seems to be doing.) For one of the two PMs that reported this problem, I was able to trace it to an old project that he hadn't closed out properly. He had removed the remaining work, but left the % complete at 76%. I updated the project to 100% complete, set the resources to committed, published, and the problem is gone. I suspect that the 100% solved the problem, but I'll be confirming this on the second PMs projects. This PM is new, so the error may even be caused by something else. Hope this helps.
